I lived in PA for all of 2017. I moved to VA in 2/2018. Why is TurboTax asking for a VA form?

Generally, this will happen based on the information you enter in the "My Info" section. Go back and be sure you didn't indicate that you lived in VA in 2017. If that is correct, all you need to do is skip VA and not file it since you do not need to file a VA for 17.
