I lived & worked in CA for 10 months and PA for 2 mos. I am 20, single, and moved solely for a change. My parents still live in CA. Do I file taxes with CA, PA or both?

I lived in PA (rent apartment) on December 31, 2018.  By the guidelines I am considered a temporary resident of PA. I am not a dependent on anyone's tax return.

You would file both states.   A part year California resident and a part year Pa resident tax return.   It will allocate your income to the proper states.
