I live in PA but get MD UI. My UI is not having any state taxes deducted. Do I have to file a MD state return?

No you do not have to file a Maryland tax return. Income for unemployment is not considered Maryland source income if received by a nonresident. You do have to report it on your Pennsylvania tax return.
