It depends, but to claim the credit, North Carolina requires you to file a return with the other state. The following link from North Carolina's website clearly states this: http://www.dornc.com/taxes/individual/another.html. As that information points out, you must actually attach a copy of the Mississippi return to the NC return to be able to get the credit.
You are not required to file the MS return in TurboTax if you do not wish to. You may choose to visit the MS website to see other alternatives for filing the MS nonresident return. But NC will not give you a credit for tax paid to MS without filing a return for them.
