There are several reasons your California refund numbers did not change.
Check boxes 15-20 on your W-2. Does it show California wages and withholding? Your employer may have listed you as Nevada.
Did you complete the California section in TurboTax? The state section must be done from end-to-end for TurboTax to create an accurate California tax return.
