I live in Los Angeles, do freelance television production and did work for an out of state company that charged both state's taxes. What form to use to get NY taxesback?

You will need to file a Non-Resident New York state tax return. Be sure to enter $0 as income earned in New York. This way will allow you to get a full refund of all NY state taxes withheld.
