I live in DE, but work in Aston, PA. My employer took local Aston tax out. Can I get that back and, if so, how?

I live in DE, but work in Aston, PA. My employer took local Aston tax out. Can I get that back and, if so, how?
PA local earned income taxes are not refundable. And DE does not allow taxes paid to political subdivisions of another state to be used as a credit.
