An Ohio resident only pays the school district tax in the district where they live.  You can file and pay your 2017 SD100 with your Turbo Tax state return to pay the Anna tax.

In order to get a refund of the income tax withheld for the incorrect school district (Syndney), you will have to complete a separate 2017 Ohio SD 100 School District Income Tax Return and send it to:

          School District Income Tax

          P.O. Box 182197

          Columbus, OH 43218-2197

In addition, you can contact your employer to have them correct the district they are sending your withholding to Anna for 2018.

TTMaryK1 is correct, In order to get a refund of the income tax withheld for the incorrect school district, you would have to prepare a separate 2017 Ohio SD 100 School District Income Tax (SDIT) Return.

But, you (probably) did not have incorrect  SDIT withholding. The Sidney SD does not have an income tax. What you are seeing in box 19 and 20 of your W-2 is, most likely, Sidney City (not SDIT) income tax. You cannot get that refunded. City tax is different and separate from SDIT.

Some Ohio Cities have an income tax. Any Ohio city, with an income tax, is allowed to have withholding taken out of your pay while you worked in that city. Your employer is required to do that withholding. You can't get a refund unless it was improperly withheld, i.e. you didn't actually work there for all or part of the time that your employer was withholding.  If you live in a city with an income tax, you are subject to that city's tax as well. The city you live in will usually allow a credit or partial credit for the withheld tax you paid to the work location city.

You're one of those lucky Ohioans that lives in a city with both a City and a SD tax. 

So, you do not file a Sidney SDIT return. You do file an Anna SD return. You get no credit for the Sidney withholding on the Anna SD return.

You do not file a Sidney City return. You do file an Anna city return and claim a credit for the Sidney withholding. If you live outside the city limits and are not subject to Anna city tax, then you still cannot get the Sidney tax refunded, but do not have to file an Anna city return.
