I just need clarification on where I was considered to earn income in Virginia even though my State of legal residence is Pennsylvania.

No, you only need to select your state of residency. Please see this FAQ for more information: https://ttlc.intuit.com/replies/3300147
According to rules for military, you work and “live”
in the same state: Pennsylvania (even if
you were stationed elsewhere). You would
only file a Virginia return if you did work in Virginia that was not active duty military.
