I know that the recommended way is to run resident state last, but I saw a post that described my conditions and it said that for CA (non-resident) and OR (resident), the order of the calculations should be switched. I downloaded and calculated CA first before I saw the post. How do I change the order so that OR is calculated before CA?

Between CA & OR it's the nonresident return that takes the other state tax credit (a few other states are like that as well) contrary to the general rule. So, all you have to do is make sure that TT/CA computes at some point after you have completed TT/OR. TT/CA should be asking you for more information about the portion of total income in OR that is also being taxed by CA, and the OR tax on that amount.

TurboTax generally recommends completing Non-resident state return(s) before doing your resident state return. [Edit: but see @TerryA answer above .]
