No that is correct.
They want to know your state refund from your 2021 state tax return (the one you were supposed to file in 2022). Yes, you probably received that refund in 2022, but it was on a 2021 state tax filing.

IF you used the Federal Std Deduction last year, then that refund is immaterial, since it isn't taxed this year.
IF you sued itemized deductions on your 2021 Federal tax return last year, then the $$ refunded by the state might be taxable income for 2022...depends on the situation.
