I have gone over my Ca state tax section several times i am in the Air Force and stationed in Delaware but for Ca it keeps repeating and will not let me complete

Ca is really behind on releasing their forms. Turbo Tax uses drafts but cannot do anything until CA gives the okay. You can check CA forms availability.

Please note that there are many CA forms that are unsupported for e-file this year.
