I have a 1099 from ohio department of taxation

I received an overpayment 1099 and when on here I reviewed last years return and says I have to claim more to the federal do I enter both that and my 1099

No, you should report only one refund from your state return from last year (unless you received a refund in 2016, from a return before 2015 such as an amendment).  And, then you are taxed on it only if you itemized deductions last year.
