I had solar credit carry-forward of ~$4k, but if I type that into this year's credit, it gives me ~$1k (the max for SC is 3,500, so it should be that). What's going on?

Was able to discover the answer myself. The tax refund is non-refundable. So it's not me getting 3,500 back, but rather the amount of taxes I would be paying, it simply takes that away from my paid taxes. Short story, that was the correct amount taken out.
