I forgot to submit my insurance information from the state on my taxes and it’s saying I owe but not sure why ? Could that be a reason

That is a likely possibility. If your state requires that you have health insurance, you need to report this information on your return. What state do you live in?

So I already filled but I live in Michigan? I never had to pay the state before so I was a little confused

Michigan is part of the Marketplace, so health insurance would not be required to be reported on the state return.
