I filled in the Home Energy Credit section and didn't get Arizona tax credit for solar which should be $1000. Does Turbotax not file form 310 with the state of Arizona?

TurboTax does support Form 310 for Arizona.

Form 301, Nonrefundable Individual Tax Credits and Recapture must be used on your return to claim the credit.

You need to claim this in your Arizona State return as the information will not populate from your federal return.  As you answer questions in your Arizona State return, you will reach a screen like the one I have included below. If you answer the questions successfully, a Form 310 will generate in your return.  Here is what the screen will look like.
