If you itemized the tax year of the refunds, the refunds are not counted as income.
Look on your 2018 tax year return, if you Itemized (look at line 8, and if you had Schedule A attached) then you might need to amend and claim the other refund.
Look at your 2018 tax year return and if you took the standard deduction (12,000 single 24,000 Married Filing Jointly) then you don't even have to worry about it.
