I earned income from my employer in NC while I lived and worked from GA. My employer deducted NC State taxes, am I liable for NC State income tax or can I get refund?

If you did not work in NC and you did not live in NC during 2020, then you are not liable for NC income tax.  

You will need to file a non-resident NC return in order to get a refund of the state income taxes that were withheld from your paychecks.
