1.  You didn't have enough withheld.

2.  You had other income besides wages.

3.  Ohio tax brackets are the same for Singles and for MFJ. So, for example, let's say you each make $30,000. Your individual tax bracket ($30,000) is 2.969%.  But together ($60,000) it is 3.465%.

We both claim 0 so we have the highest amount taken out and we have no other income just the one job that each of us have

You can both claim zero, and also have an extra amount taken each paycheck. That's what my husband and I did for many years for Federal.
But check your data entry for any errors, especially commas and decimals.

Because of the way the state tax brackets work, married persons filing tax returns in Ohio may be able to benefit from filing their Federal and State returns separately to significantly reduce their state tax obligations.

It's possible that your employer simply made a mistake on withholding.
