"Is this why I have a file Florida state taxes?"

That is probably why TurboTax prompted you to prepare Form DR-405. However, the State of Florida does not have a state individual income tax so there is nothing you need to file with the state.

Form DR-405 (Florida) is to report tangible personal property that is used in a Florida-located business or rental property and is filed with the county property appraiser.

If you do not have tangible personal property to report, choose Skip State in the State Taxes section.
