Yes, you will need to file a return that include all of your income if you live in Philadelphia. The city where you live gets to tax income from all sources. Also, since you worked remotely in Philly, you would be considered as working in the city.
Since you made less than $100,000 from your business with the University of Houston, you will not have to file a BIRT. Instead file a 2021 BIRT No Tax Liability form.
You will have to have an NPT.
TurboTax does not support either form.
