Ok, first I would get a statement or letter from employer that you did not live or work in Missouri for entire 2017 calendar year. 

Then file a paper return for MO with $0 income and W-2 showing taxes withheld and all refunded to you.

The city of Kansas City would be the same way. $0 income and W-2 showing tax withheld.

I assume you lived in KS and worked in Kansas City Mo, is that correct?  Do you travel out of town while city taxes were being paid in?

I lived there for part of 2015 and movies to Ohio in February of 2016

I assume I have money to claim from last year as well but I don't know if that is possible or not.

No, I would definitely do that also. The statement from the employer is going to help greatly so if you get that with some definite dates on it, I would do 2016 also.
