I did not do my CA State Tax Return 2019 but I did do my Federal Tax Return 2019 through online TurboTax, what is the fastest way to complete my 2019 CA State Return?

Did you use TT Online or TT Desktop for 2019 Federal?  You cannot use TT online now to file 2019 State, nor can you efile it.  You would have to file by mail, and it might take several months to process.

If you have the CD/download for 2019 then you can use it to prepare and mail your 2019 state return.   If you did not originally purchase the state software  (since some desktop software does not include state programs) then you will need to purchase the state program to use.   It cannot be e-filed; the 2019 return can only be filed by mail

If you originally used online TurboTax you will need to download the CD/download version in order to prepare a state return on a full PC or Mac.  Again, it can only be filed by mail.

Or you could try going on the CA site and get the forms to prepare your 2019 return on paper by hand and mail it in.   You will need a copy of your 2019 federal return because there is information on it that you will need.
