I changed my state of residency from MS to FL in Jul 2017. How do I account for this change (mid year move) when I file using TurboTax? Do I file as a MS or FL resident?

You will just file a part-year MS state income tax return and only report your income received while you were a part-year resident of MS. You will have no FL filing because FL has no state income taxes.
