I cannot choose a school district during the finalizing of my State Taxes. Help!

It keeps telling me to fix my return, but I have no idea what to type into the New York Counties box, and it will not let me click the drop down for the counties themselves.

Try this link to look up your school district code for NY State. Input where asking you, and you should be good to go. Do a state tax review it should pull the error of incorrect school district code and let you input manually.
