I amended my federal and state (WV) taxes. Was the amendments to my taxes sent to both federal and state by turbo tax or do I have to mail ?

You have to mail in your state and federal amended returns.

IMPORTANT:  If you are amending your 2020 return, the 1040X for 2020 has not been finalized yet.  It is expected later this month. Your state amended return forms also may not be finalized.  For current information on forms availability please click on the applicable link below:

for 2019 and 2020 the IRS has allowed you to e-File your 1040-X for an e-Filed return.

As far as I know states still require you to mail it in.
