I am unable to move on from completing 1099INT section because it forces me to choose a state for box 15 but TN isn't available. What to do?

Tennessee does not have a personal income tax.  Leave boxes 15, 16 and 17 blank (empty) on the TurboTax form 1099-INT.

If this does not correct the problem, delete the Form 1099-INT and re-enter the form manually.

Nine states — Alaska, Florida, Nevada, New Hampshire, South Dakota, Tennessee, Texas, Washington and Wyoming — have no state income taxes.

As your state Tennessee has no state income tax, it is not in the drop down menu of Box 15 of form 1099-INT. Just leave boxes 15 and 16 blank even if TN is listed in box 15 and box 16 is filled with a number on your form 1099-INT.
