I am trying to finish my Ohio State return and it states this " 2023 Transmissions are not available"

Click on Review on the left side of the online program screen to see if there are forms or schedules that have not yet been finalized and the date they will become available.

Have you e-filed the federal tax return?  If so, you have to wait for the federal tax return to be accepted by the IRS before you can e-file the state tax return.  The IRS will start processing 2023 federal tax returns on 01/29/2024.
