I am not sure how to respond to following question on state section 'Let us know if the address on your 2016 tax return has changed from the address you have previously provided to Georgia Department of Revenue'

I have moved to new address that is to Connecticut on Feb 2017. I was in Georgia in same address for the whole year of 2016. The question is about the address on 2016 tax return. In such case, do I need to answer Yes or No?

The answer is YES. If the G. Dept of Rev. needs to send you any correspondence concerning your 2016 return, you want them to sent it to your current address where you physically live now. Not your old address is Ga.
