I am being double taxed by VA and CA. To get the credit for taxes paid in VA on my CA refund, I need to send CA my VA document. How do I do that?

It depends.  If you are efiling both returns, TurboTax will send all of the necessary documentation electronically or advise you when it is necessary to send additional information.  When it is necessary, this is included when you print out your personal copy of your return.  Here is an FAQ that gives instruction on how to print the forms:  https://ttlc.intuit.com/replies/3301609
