I am at the point in my Federal return where I am reporting my State return as income. There is a box asking for "Total of all your payments and withholding". ?

I don't know what amount to put in that box.  I've never seen it in prior years.

To be clear, what year W2 are you referring to and if Married filing jointly, would it be the amount withheld for both me and my wife?

This would be the amount of all estimated tax payments made for 2018 taxes plus the amount that was withheld from your W2.
