I am an Ohio resident but I work in Michigan. My employer does't take out city taxes for either state of course. Should I file a city tax return?

Or do you live in an OH city with a local tax? Ohio has a very complicated system of school district taxes, RITA taxes, and city taxes. Your question does not give us enough information.
