I am a resident of florida, but receive pension from Illinois. Do I have to do a Illinois State tax?

I also pay my health insurance premiums to my former employer. can I deduction that being it totals about $10,000 for the year.

No, you do not have to file an Illinois tax return. Retirement income is only taxable to the state you are a resident of when received (if the state has an income tax). You can deduct health insurance premiums as medical expenses if you qualify.
