I am a NC resident but get a SC pension. Can I claim a NC tax credit on the SC taxes?

You would actually claim that income only as a NC resident. 

You would not need to file a SC tax return unless there were SC taxes withheld on that pension. If there was, then you should file a SC tax return to get that money refunded.
