I am a DOD civilian working and living in Japan for the tax year. My home of record is Arizona, can I file a state tax return as a non resident?

As long as you are still a legal resident of AZ, then you would file a resident AZ tax return and pay AZ tax on your DoD pay from Japan.
U.S. government employees on overseas assignments file "resident" returns in their U.S. state of residence.
(Some states make an exception on the resident - non-resident tax forms for military personnel)
