No.  That is third party support and not support provided by the children themselves.  For purposes, of the (qualifying child) dependent support test, they are not providing more than half their own support.  

The rules were changed back in 2004.  Parents can claim their children (including adopted & foster children) even if on welfare.

I was told last year that the funds received from the State were considered as the child contributing to their living expenses. Can I receive credit this year for last years oversite.?

No. You have to amend your 2020 return to make any changes.
