The form is showing available per the Illinois Individual Form Availability table. Are you using TurboTax Online or TurboTax Desktop?

My apologies for the delay. TurboTax Deluxe (the desktop program for Windows) is still not prompting for adoption information when going through the Illinois state return process. Am I doing something wrong? I am going through every single option within state to find it. I entered it fine in federal.
At this point, it might be best to try deleting your federal Form 8839, Qualified Adoption Expenses, and re-inputting your information to see if it will populate your Illinois data.
To delete Form 8839 in TurboTax Online, open your return in TurboTax and:
Select Pick up where I left off, if that’s on the screen
In the menu on the left, select Tax Tools, then Tools.
In the Tool Center pop-up, select Delete a form.
Select Delete next to Form 8839 in the list and follow the onscreen instructions.
Then, to enter your adoption credit information back into TurboTax Online:
If you’re on the Hi TurboTax Client, let's keep working on your taxes! screen, click the Pick up where I left off button
Click Federal in the left pane, if you’re not already there
Click Deductions & Credits in the banner
Scroll down and click Show more to the right of You and Your Family
Click Start to the right of Adoption Credit
Enter all relevant information on the subsequent screen
An adoption credit lowers your tax amount. If you don't owe taxes, then your credit isn't used. The unused credit is carried forward to the next tax year and again for five years until the credit is used up.
