How to handle 1 day of work in North Carolina but home state is Georgia?

My son had 1 day of work in North Carolina with the company he worked for in 2017. Our home state is Georgia. How do we deal with the state tax of $6.00 from North Carolina?

According to NC Department of Revenue, he is not required to file a non-resident return.  

However, he would have to file one if he wants the withholding refunded.  Be sure to complete the NC return before GA.

The way I understood it as anything greater than 0 had to file.  Not sure I understand completely.

Assuming he's single, here's what the link above says:  

For tax year 2017, a North Carolina tax return is required if your federal gross income exceeds the amount listed for your filing status shown below:

$8,750 for Single
