How to file ST10 form IRs Sep 2022

We are in VA and run used car dealers as C Corp. 

today IRS agent stopped by for ST10 form Sep 2022. How do I file it? Or do I have too? Is this quarterly?

I believe the ST-9 is a Massachusetts tax form.
