When you enter the 1099-R in the Federal program, you Continue on through a series of questions about that distribution.  One of them asks you to check the source of the payment.  What you choose there determines the exemption in AZ.  If you make the correct choice, the exemption is entered automatically by the program.  I chose AZ state or local government pension and was given the exemption amount.
