How do I file my state return if I lived in VT for 10 months and moved to VA for 2 but did not earn enough income in VA to file a return?

I retired September 1st and moved to VA in November until I close on a new house in NC in March.  My only income is monthly pension payments that do not meet the minimum earned income criteria.

If you are not required to file a Virgina state return, you could file a Vermont Part-Year Resident return if you earned income and paid taxes there.
