How do I claim paying the state back for an over payment?

The state paid my wife SSA while she was awaiting a decision on her disability claim.  When they approved the claim, they sent her 4 years back pay and we had to repay the state

Do you mean SSI (Supplemental Security Income)?  If so, that was never taxable, so you cannot claim any repayment.

But the State does not pay Social Security benefits, so do you mean welfare or some other type of program?
