How can I stop the New Jersey Anchor Benefit if I no longer qualify?

I had to pay penalties and quarterly estimated tax payments this year.  How can I avoid that next year?

If you don't qualify for ANCHOR based on your taxable income, you won't get it.

A penalty does not disqualify you.
