My home has been lsited as a historic home by NY State and also  on the National Register. I spent over 11k this past year having the windows restored. How do I claim the credit?

Turbotax will have that credit in the NY tax section.  There are several pages listing state-specific additions, subtractions and credits.  Look for it there.
