For background, both my spouse and I live in California. However, my spouse works remotely in Arizona; his income is only from Arizona. His W2 shows only Arizona and federal with holdings. My income is from California only. We filled out California as resident state and a nonresident for Arizona. I am getting this error message:

Since you both live in California, his income is being taxed twice, once in Arizona and also in California.
You will need to enter the amount of tax that is being assessed in Arizona on his income.
To get this amount, look at the nonresident Arizona return. The total tax will be calculated on Form 140NR, page 2, Line 62- balance of tax. You can view this in the Forms section of your program.
Hello. I have the same problem. I am a resident of Arizona, but I did work and I paid some state taxes in Nebraska. I keep getting the same error. It wants me to put amounts in section 3 and 4. What amounts do I put there? It is my first time getting state taxes taken out of 2 states.

First, make sure that you are doing the tax return for your non-resident state first, before you do the return for your resident state. That way the amount that the non-resident state has taxed should be entered automatically into your resident state tax return.
(If you did this out of order then delete your state tax returns and start over.)
Second, make sure that you read the questions carefully. Some of them are asking how much income was taxes in the other state - not how much tax was charged but how much of your income was subject to taxes in the non-resident state. Some of the questions are asking how much actual tax you paid to the other state. When preparing the non-resident state tax return make note of these numbers so that you don't have to go back through in order to get the answers.
