I believe you mean how is the tax on your stimulus payments reflected on your state form OR-40? It would be listed as a component of your federal tax liability subtraction listed on line 10 of form OR-40. If a a portion or all of your stimulus money is taxable, it would be entered as a reduction of your federal tax liability, which would otherwise be fully deductible.
There should be a worksheet in your printout form TurboTax that shows how the amount of your federal tax liability subtraction was calculated.

OREGON explicitly taxes your rebate credit, if your income is high enough to trigger that.
