For the question "What was your state of residence on December 31, 2025" What do I answer if I live outside the country? Should it be the last state I lived in?

I live in India. There's an option for "Foreign or US Territory" but I don't think that applies.

Yes, use the Foreign or US Territory since you did not live in the US as of 12/31/2025

There will be another question asking if you lived in any other states in 2025. If you did, answer Yes and then enter the date you moved to India.
