I retired in 2018 and moved my main residence to Florida which is a tax free state. This year my W2 from my previous employer which is in Georgia still withheld Georgia state income tax. I did not earn any wages by working in Georgia, but the taxes were a result of some previous stock awards maturing.
What is the process for reclaiming these tax dollars from Georgia since I have not filed a Georgia state income tax return?

You will have to file a Georgia non-resident tax return in order to get a refund of the tax that was withheld. There is no other way to get the money back.

Georgia is considered your non-resident state.
