My employer withheld DC (work) taxes instead of VA (resident), despite filing a reciprocity form. Do I have to file in both DC (refund) then VA (to pay), or can the employer correct their mistake?

Yes, you will need to file both states to 1) Get the DC tax refund and 2) pay VA.
Once it's done, it's done. The employer cannot correct it at this point.
In the TurboTax program, please do the Federal, then DC, then the VA return.
