Does Wisconsin filing also require a copy of federal?

So why is TurboTax not printing a Federal copy when I print my Wisconsin Form 1.  Whenever I print my state return (including the copy for my records) in the past, Turbotax printed a copy of the federal return with the state return.  For 2018 return, it only printed the WI return and there was no mention of attaching Federal return on the instruction sheet.  Wisconsin software is full of bugs.
